OTB subsidies

There seems to be a growing movement on the part of the off track betting entities in New York State to eliminate their subsidy to the harness tracks. In their words, why subsidize Yonkers raceway when Yonkers has the most successful racino in the state? Good point. Yonkers no longer needs anybody's help. So why not eliminate  the money paid to the harness tracks from OTB and use some of that money to help support the breeding industry in New York State.?
